Hi. About the flag and seal of Harbin, I think the problem is quite complicated. First of all, in that article, both are shown because in the Wikidata element for Harbin they both appear as the current flag and seal, with no special indication that could make think that they are no longer official. You can see that our local infobox doesn't include any data about flag and seal; they are taken automatically from Wikidata through the infobox code. I have checked more cases, and for example in Shanghái there is also a flag read from Wikidata, but the Wikidata element marks that it was used from 1937 to 1940 and then includes the flag of the People's Republic of China as used from 1949, which I don't think is correct information: if there's no flag, then there should be no data, and the Wikipedias should check if the flags are currently in use (by reading the dates or by checking the rank). Anyway, first of all, a general consensus in Wikidata is needed, at least for all the P. R. of China territories, so all the flag and seal properties and their dates and ranks are fixed/updated the same way, and only then, the local Wikipedias that use Wikidata (including es.wikipedia) should start to adapt their infoboxes to the way things are finally established in Wikidata (and the other Wikipedias... should start to use Wikidata). So this is what you can do to fix the problem (probably with the help of other Chinese wikimedians and/or Wikidata users). Posiblemente se trate de un artículo redactado por alguien cuyo idioma materno no es el español, o bien la traducción está por terminar, debido a lo cual ha sido modificado o marcado con la plantilla {{mal traducido}}.
