It refers to events occurred roughly ten years before, when Mexican troops repeatedly attacked San Antonio and fleed south of the Río Bravo after each attack. Yes, I was reading it and found the reference to 'al sur' below and when I went to edit it, I went to Windows, Find and entered 'al sur', found the first reference and thereby changed the wrong one. Notwithstanding, after my initial mistake, I did edit the correct reference, and again that was reverted to 'al sur' - the only crossing of the Rio Bravo by US forces were as Mexican POWs.

The paragraph does no such thing it makes specific reference to the Thornton Affair. The problem is that you don't fully appreciate the nuances of US politics at the time and the dichotomy that exists between the Democrats (Polk) and the Whigs. Polk wants New Mexico and California. He's willing to buy it, but Mexico won't sell; he's willing to fight for it, but he needs a pretext because the Whigs don't. So, what does he do? He sends Taylor (a Whig, a member of the opposition!) to the Rio Grande hoping beyond hope that he gets a pretext. He gets the Thornton Affair.

Polk was not going to get a declaration of war out of the US Congress based on a skirmish NORTH of the Rio Grande which occured because US soldiers were probing SOUTH of it. Now I understand. However the passage refers to the US soldiers probing the south.
