Create a new account for a friend whose IP has been blocked

Hello @AntiCompositeNumber, a pleasure to greet you. I have a friend who had created an account 2 months ago, named Gutier32. Now that you know how to use Wikipedia, you wanted to create another account, but they won't let you; since they have blocked the IP of the computer until July 14, 2024.
