Una ciudad federal (en ruso: Город федерального значения) es una ciudad en Rusia que tiene un estatus de localidad habitada como de sujeto federal.
La Federación Rusa está dividida en 83 sujetos federales, de los cuales dos —Moscú y San Petersburgo— son ciudades federales. Sebastopol, ubicado en la península de Crimea, se encuentra en una situación política disputada entre Rusia y Ucrania.
